Commissioner Rick Shepherd has dedicated his career to the commercial fishing industry, working as a fisherman and vessel owner for over 50 years, including four decades at Crescent City Harbor. He served as a member of the Crescent City Commercial Fishermen’s Association for 35 years, holding the role of president for 16 of those years. Commissioner Shepherd brings extensive industry knowledge, leadership experience, and a long-standing commitment to the harbor community to his role on the Crescent City Harbor District Board.
