Project# 2024.05: Proposals for Environmental Site Assessment

Crescent City, CA – Monday, August 19th, 2024 – The Crescent City Harbor District is inviting proposals for a comprehensive Phase I Environmental Site Assessment (ESA) and potentially a Phase II ESA for the 2.42-acre property located at 121 Starfish Way, Crescent City, California. This assessment is a crucial step in evaluating the property’s suitability for future use.

The site, which was previously occupied by a boat repair facility for 46 years, includes a 9,000 sq. ft. repair building, a 1,000 sq. ft. shop, a 7,000 sq. ft. drainage basin, and a 135' x 40' synchrolift. The facility has been inactive for the past two years, and the site may have environmental concerns due to past operations including sandblasting, painting, and other maintenance activities.

The scope of work for the Phase I ESA includes a records review, site reconnaissance, interviews, and the preparation of detailed reports. Depending on initial findings, Phase II ESA may involve soil and water sampling and laboratory analysis.

Proposals will be evaluated based on completeness, qualifications of personnel, ability to meet scope requirements, and cost. The District reserves the right to extend or issue a new RFP for Phase II based on the results of the Phase I assessment.

Project# 2024.04: Crescent City Harbor District Land Development and Master Planning

NOTICE IS HEREBY GIVEN that the Crescent City Harbor District is requesting proposals from developers interested in partnering with the Harbor District in generating development proposals, testing those proposals with market analysis, and in conceptual planning. 

The Harbor District invites proposals that address expanded possibilities as well as limitations, including:

• Ability to generate revenue;

• Enhancing Harbor character;

• Carrying capacity/ use saturation (i.e., lodging and

restaurants);

• Harbor access, security, use and safety;

• Support of commercial fishing and recreational uses;

• Regulatory considerations; and

• Green building, energy efficiency, and innovative design.

Project# 2024.03: Crescent City Harbor District Landscape Maintenance

NOTICE IS HEREBY GIVEN that the Crescent City Harbor District is requesting proposals from qualified firms to perform weekly landscape maintenance services, with some additional on-call services provided as-needed. The Contractor will perform services including but not limited to: maintenance of District lawns, lawn edges, shrubbery, trees, and flower beds, and removal of weeds, nuisance plants (including trees), and unwanted debris from District grounds.

CLOSED: Project# 2024.02: Crescent City Harbor District Vertical Breakwater Design

NOTICE IS HEREBY GIVEN that the Crescent City Harbor District is requesting proposals from qualified engineering firms for the design of a segment of a vertical breakwater within the Crescent City Harbor District's inner boat basin. The project involves:

  1. Design and engineering for one stand-alone segment of a vertical breakwater to replace the current rip rap, with the potential for sectional implementation starting with the most critical area and possibly extending to the entire wall.
  2. The project will serve as a template for future grant applications.
  3. Qualifying firms are asked to submit a narrative of their qualifications, examples of similar projects, team resumes, and pricing for design and engineering services.

The project area is located from the seawall to the former Coast Guard Station in Crescent City, California. Interested parties should note that the design should accommodate sectional implementation, prioritizing the most degraded sections first.
